Within the FAO and EBRD funded project, Kesarev Kyiv Office took part in drafting and advocating the Decree of Ukraine's Cabinet of Ministers 'On suspension of the state price regulation for socially important food products'.

From October 1, 2016, the Ukrainian Cabinet of Ministers cancelled the state price regulation for socially important foods in testing mode. On December 16, 2016, the Ukrainian Prime Minister Volodymyr Groysman announced that the Cabinet is satisfied with the results of the pilot project. Thus, by the end of the pilot project, the Cabinet decided to continue it starting from 1 January, 2017.

The analysis conducted by Kesarev' experts was aimed at estimating the real influence of the state price regulation on respective goods and to determine the factors influencing their prices. In the course of their research, Kesarev's experts proved the ineffectiveness of the state price regulation. Based on the research's results, Kesarev prepared arguments on cancelling the regulatory mechanism used by the Government to advocate the launch and then the continuation of the pilot project.
