Kesarev contributes to next stage of tax reform in Ukraine

Kesarev Partner Mykhailo Sokolov became one of co-authors of the draft law amending the Tax Code of Ukraine in order to improve the country's investment climate. Sokolov, as a member of the working group under the Ministry of Finance, elaborated the VAT-related section of amendments and then presented it to key stakeholders.

In addition, he was involved in development and advocacy of another draft law aimed at improvement of agricultural producers' taxation and state support of the agrarian sector.

The Verkhovna Rada of Ukraine adopted the amendments to the Tax Code on December 20-21, 2016. The amendments are aimed at improvement and simplification of the tax administration system, reduction of possibilities for corruption and change of taxation rules for agricultural and food sectors.

Kesarev Kyiv Office has played an active role in the improvement of Ukraine's taxation system over recent years. Since 2014 Kesarev' experts, led by Sokolov, have participated in drafting and advocating several legislative acts that introduced remarkable positive changes to the tax administration system, especially concerning the VAT administration and the agricultural sector taxation. The most prominent achievement is the introduction of the "first come – first served" principle for the VAT refund and open-to-public register of VAT-refund applications.

In 2017, the Kyiv Office of Kesarev will continue its work on enhancing the Ukrainian taxation system in the areas of the VAT-administration and refund as well as the agricultural and food sectors' taxation.
