Eastern Economic Forum 2025:
Key Outcomes and Policy Signals
September 16, 2025
The 10th Eastern Economic Forum 2025 (EEF), held in Vladivostok from September 3 to 6, marked a decade of Russia’s flagship platform for showcasing investment opportunities in the Russian Far East and articulating its long-term development vision for the region.

Beyond its core Far East agenda, the EEF is increasingly serving a dual role, as both an investment marketplace and a venue for signaling future public policy. In this sense, the Forum’s agenda aligns with other high-level government-business platforms, such as the St. Petersburg International Economic Forum (SPIEF), which aim to highlight Russia’s macroeconomic stability, continued investment activity, and efforts to build external partnerships despite geopolitical turbulence.

For businesses, these forums provide early signals about upcoming policy shifts and major state-backed projects, helping companies shape their strategies and assess regulatory risks more effectively.

We take a closer look at the key strategic discussions and external economic engagements at EEF-2025 in our memo below.
