On 26 December 2024, a meeting of the Supreme Eurasian Economic Council (SEEC) adopted amendments to the Treaty on the Eurasian Economic Union in relation to introduction of a special mechanism for investigation and decision-making regarding exercise of special safeguard, anti-dumping and compensatory measures toward third countries (the “special measures”).
In fact, the adopted amendments limit exercise of the veto right by EAEU states, shortening the time for making decisions on introducing special measures in trade with third countries and establishing new obligations for the country initiating veto right exercise.
Establishing clear procedures for implementing special measures and transparent business participation rules at every stage of consideration will allow companies in EAEU countries to shape decision-making, including the timing and stringency of such measures.
