On February 6, the conference
“Year-End Review with Legal Insight” took place, bringing together leading experts to discuss the key political and economic outcomes of 2025 and their implications for business. As part of the program,
Yury Panasik, Partner at
Kesarev, took part in a public discussion moderated by
Margarita Gaskarova, Editor-in-Chief of
Legal Insight magazine.
The discussion focused on the evolving political and economic environment and its impact on business planning in 2026. Key topics included the continuation of tax reform, the growing fiscal and quasi-fiscal burden on companies, and the persistently high pace of asset redistribution, particularly at the regional level.
Special attention was paid to the social agenda, including increasing requirements for businesses to maintain employment levels and shifting priorities in migration policy. Participants also addressed digital regulation issues, such as restrictions in the telecommunications and internet sectors, pressure on foreign messaging platforms, and tighter control over the information space ahead of the
State Duma elections.
A separate segment was devoted to кадровая policy within the judicial system. The speakers discussed the strengthening of enforcement and anti-corruption approaches, affecting economic and corporate disputes, as well as the overall increase in legal risks for businesses in 2026. The conversation concluded with an overview of the redistribution of roles within the government’s economic bloc and the possibility of personnel and institutional changes following the parliamentary elections.
