Work Experience
Yury’s experience in government affairs consultancy is close to 10 years. Before joining Kesarev, Yury worked as an attaché for the Russian Ministry of Foreign Affairs, specializing in the South Caucasus region. He was also stationed at the Russian Embassy in the Republic of South Africa. As a Ministry employee, he supervised economic cooperation and mutual protection of investments.

Responsibilities in Kesarev
In Kesarev, Yury co-leads the TMT sector practice and provides clients with strategic and ongoing advice
on regulatory and political risks in Russia and Eurasian Economic Union. His primary sectors of expertise include tech, digital, financial services and transportation platforms.

Yury also co-leads the FDI screening and GR in M&A practice in Kesarev and has extensive experience in advising clients on Russian special counter-sanctions regulation of M&A with foreign “unfriendly” element – including the Government Sub-Commission approvals and special permission of the President for M&A transactions.

Background
Yury graduated from the Faculty of History at Moscow State University, specializing in International Affairs.

Along with his native Russian, Yury is fluent in English and French.
