October 16–17, St. Petersburg hosted the
III Legal Summit “Energy Sector & Law. Open Code” – a key platform for discussing the legal foundations of technological sovereignty in Russia’s energy sector.
This year, the summit focused on the transformation of supply chains, the localization of technologies, and the creation of a legal environment that supports innovation and sustainable development in the energy industry.

“Stepping into the Same River Twice: Will Foreign Investments Return to the FEC?”Together with other experts, Vitaly discussed how the regulatory landscape for foreign investments in the energy sector has evolved since 2022, what mechanisms could enable the return of international capital and technologies, and what a sustainable future for Russia’s FEC might look like.
The session gathered industry leaders and legal professionals to exchange views on balancing regulatory stability, investment attractiveness, and technological independence.
