During the week of the St. Petersburg International Legal Forum (SPBILF 2025), Kesarev hosted two expert events in St. Petersburg, bringing together legal and public policy professionals for focused discussions on current regulatory developments.

On May 19, Kesarev co-organized a business breakfast with the law firm Nextons, dedicated to incentives for IT companies. The discussion covered key trends in tax and non-tax support measures, regulatory changes expected in the near future, and the practical implications of recent enforcement practices. Particular attention was given to the evolving accreditation process for IT companies and the renewed activity of regulatory authorities in reviewing the use of tax benefits. From Kesarev, Yury Shikhov and Stanislav Chirkov shared their analysis and practical insights.

On May 20, Kesarev, together with ALUMNI Partners and Mikhailov & Partners, held a conference addressing one of the most pressing legal issues for businesses in Russia: asset seizure cases, privatization reviews, the expansion of enforcement tools, and growing concerns over the stability of property rights. Vitaly Zhigulin spoke on behalf of Kesarev, focusing on the GR component of risk response strategies — including regulatory engagement during crisis situations and the specifics of working with key stakeholders.

After the second event, many participants continued informal conversations at the Pravo.ru evening reception — a long-standing tradition that brings together professionals attending the Forum.
